Well this all depends on the type of hydroelectric plant model you are trying to build. The most common is a Dam, a dam blocks off water, while running it large underground tunnels and pushing it through the corcscrew-like fan* of the generetor,creating electricity.
The the other practical model for you to build would be a tidal power. This is just an electric genorator (housed in a waterproof casing) with a fan on the central shaft of the genorator, with the entire mechanizm on a pivot*. This creates electricity by taking the energy from the flow of water, causing the genorator blades to spin.
So the parts that you will need are:
Parts for Dam:
genorator--small electric motor**,with small fan blade, water barrier(Dam)--waterproof clay, power lines--wires and a volt/amp meter hooked up to the genorator to show that its making power.
Parts for Tidal Power:
Genorator--electric motor** with small fan, Waterproof casing--waterproof clay, Power lines--VERY well insulated wires, volt/amp meter to show that there is electricity comming from it.
*if in need of a pivot--try to make one or even custom fit a LEGO one.

- ** when electricity is put into a motor it is a motor, however when a motor is turned with no electricity going to it, it becomes a generator.
