A 20mm or 13/16 drill bit will allow the bolt to fit through.
The best way to securely attach a shelf to a wall using a rawl plug is to drill a hole in the wall, insert the rawl plug, then screw the shelf bracket into the rawl plug. Make sure the rawl plug is the right size for the screw and wall material to ensure a strong and secure attachment.

You drill the proper size hole in to the bolt and remove it with an E-Z Out.
