Yes it does have a restrictor plate and it can be removed with a little effort. go to urbanscootin.com and search for derestricting and there is a detailed how to guide on how to remove it

not for sure but with some scooters they restrict them with the muffler you may be able to take the muffler off drill out the inlet side of the muffler to allow more air flow
The Honda Metropolitan II models are restricted to qualify as a motorized bicycle in various states (not all states).
