your chopper is probally a 49.5 cc chopper because there is no 495cc engine on a mini chopper it would be on a real chopper and would be a 500cc engine with 2 cylinders.

I have a 110cc mini chopper Jesse James and it didnt have a gov on it it ran 60-70mph the day i got it i have went on eBay and bought a NOS system for it, Now i have a 8g shot of NOS when needed yup hold on.. lol The nos comes in a disposable cartrage looks like a co2 for a bb gun and you can buy 10 for like 20$ on eBay.. you may want to check in to it any other questions my email is brockdorman@gmail
