no not all of them, i have a 2012 motofino 50CC and it didn't have it but they do have rev limiters in the CDI, the stock carbs that can't be adjusted are set to burn lean to pass EPA guidelines, some have restrictors on the exhaust gasket.
No, it is actually very easy. Most modern ignition systems have a simple plug in to accept many different rev limiters. The most common is a MSD system.

There is no governor. The rev and speed limiters are programmed to the ECU. You can get rid of the speed limiter and up your rev to 7500 by (direct bolt on) swapping the stock ECU for one from an Infiniti G20 or G20t (OBD2)

Nope. All it does is make the car go slower, and there are rev limiters in place in case you do make the engine spin to fast. So no problems with that
