Not really a choke on the CV models. It is, instead, an enrichner valve that adds more fuel at idle until the engine has warmed. If not closed bike will continue to idle at a higher RPM and may foul the plugs.
To change the plastic nut must be loosened and the cable unscrewed from the body. Replace with like . . . all there is to it. You may have to remove the carb on some models to access the fitting. Do not overtighten the plastic fittings upon re-installation. Check the fuel line inlet elbow while you're at it to ensure it is not cracked (common issue). If cracked, grip the elbow in a vise and turn the carb body, thus pulling it out. Tap in a brass replacement ensuring the elbow is at the same angle as the original (mark with paint pen before removing original).

To adjust the cable just go 1/2 way down the clutch cable and pull the rubber over the adjuster. loosten the lock nut and adjust the cable so there is about 1/8" free play at the handle.
Yes it can, but it is not recomended. There is a spring in the carb or throttle body (depends on the year of your bike) that will return the bike to idle. BUT if there is a Kink in the throttle cable or any other control problem, this spring will not be strong enough to slow the engine down. If Harley Davidson did not think the return or idle cable was necessary, they would have saved the money and not installed it. You can add transmission fluid, to your 1985 Harley-Davidson, through the transmission fluid. Check opening. A funnel will help to get the fluid in without spilling.
