Start the bike up and ride it or let it idle for a few minutes to war the oil up in the engine. Then kill the engine and loosen the drain plug on the bottom of the engine. Let all of the oil drain out and replace and tighten (careful to not overtighten) the drain plug. Remove the filler plug and add your oil.

The 1999 KTM 250SX typically requires about 1.2 liters (approximately 1.3 quarts) of 2-stroke oil for the fuel/oil mixture. The recommended ratio is usually around 32:1, which means mixing 1 part oil to 32 parts fuel. Always consult the owner's manual for the most accurate specifications and recommendations for your specific bike.

For a 2005 KTM 250 SX, the recommended amount of fork oil is typically around 450 ml (15.2 oz) per fork leg. However, it's essential to check the owner's manual or service manual for specific details, as variations may exist depending on the fork model and setup. Always ensure to set the correct oil level according to the manufacturer's specifications for optimal performance.
32:1 is a great gas to oil ratio for any two stroke motocross bike. Also, a Ratio Rite is recommended for accuracy and simplicity.
If your KTM 250SX is blowing transmission oil out of the vent hose, it could be due to overfilling the transmission or a malfunctioning oil seal, which allows pressure to build up inside the transmission. Additionally, a clogged vent hose can prevent proper airflow, leading to excess pressure and oil being forced out. Another possibility is that the gearbox could be experiencing excessive wear or damage, causing increased pressure and oil leakage. Regular maintenance and checks can help identify and resolve these issues.
