What do you mean by a stuck shifter?
If it doesn't return then the spring is broken, You have to pull the tranny out to replace it.
You either have a broken spring or a bent fork or a bent shaft. You need to open it up to see whats wrong
standard or auto?
Type of vehicle and is it a standard or automatic? Could be shifter linkage, clutch, something stuck around the shifter. If standard, will it shift into reverse when the engine is off? If so, it is most likely the clutch slave cylinder. Could be the master cylinder, but the slave usually goes bad first.

center of frame in front of rear tire ,rubber hose with a plug stuck in the end .connected to the frame on a clip pull out of the clip and down under bike.

I am assuming you are referring to a standard transmission 1)could be a foreign object in there somewhere 2)could be seized you might want to open it up and take a look? I do not know if I am spelling this right, but it sounds like the synchronizers are bad. if it is a manual one of the shifting forks in the trany may be broke did that on a tractor
