This is an electronic capacitance/switching transistor voltage enhancer.The only test you can do is swap the unknown quality ignitor with a known good one.These motors will run without it,but there will be much less rpms.Always use a Briggs or other brand spark gap quality checker-maybe $9 at the dealer-this device clearly shows you the existence and quality of spark coming from the coils.
Ignitor about $60 new OEM part #2119-2161 but that has been superceded many times over the last 25 years (the FB460v up to KS models)
I tested the ignitor for my '86 vulcan 750 and as I suspected it showed bad. I followed the info in my service manual.

Try this...... Remove the ignition coil plug, then take a test light and run it between the two terminals of the ignition coil wires. Crank the engine and see if it flashes. If it does and there is no spark, you need a new coil.
To test the igniter on a 1994 Toyota Corolla remove the ignitor for the distributor. Using an ohmmeter check to see if it reads the proper voltage. If there is to little replace the unit.
