Dear Markarnd As per central excise tariff fork lift is covered under head machinery while motor car and motor vehicels principally desigened for the transport of person are covered under different head & tariff. The forklift truck is driven by the forklift driver. Forklift driver must have forklift truck licence.
There are several qualifications that someone has to have to become a forklift driver. A person would need to learn how to drive a heavy machinery vehicle. A person would need a certificate stating that they went through a learning program, then they can take safety courses about handing a forklift.

A tow motor does just that, tow. A forklift lifts and moves freight.
a forklift has a tower on the front for lifting. a tow motor has nothing for lifting, is straight out made for towing small trailers about
