Answer:
If your talking about the kind of scooters kids can go on then yes! My friend's neighbour's best friend's sister recently got one for her birthday, but she was only two years old. She rode it with such joy on her face, then all of the sudden she fell off! The mother and step-father tried to sue the company but apparently it 'wasn't the company's responsibilty'.
I say 'Take responsibilty for your own company'.

I am not aware of what the restrictions are in the rest of the world, but in the US toys and products for children have age recommendations printed on the package. These are given for two reasons: to give parents an idea of when, or at what age, the child can most enjoy the particular product, and also when they can most likely use it safely. Scooters, skates, skateboards, and other toys of this nature can provide a tremendous amount of enjoyment, but they also come with a serious risk of injury. A considerable amount of safety equipment is available to reduce this risk, but there is no guarantee that you will not get hurt while using these products.
The manufacturer's recommendation aside, it is our responsibility as parents, to decide what is, and what is not, safe for our children to play with. In my opinion, if a scooter is used in the manner it was designed and injury took place as a result of the user, then it is at the user's own risk and responsibility (or the parents' responsibility if the child is less than legal age). However, if the injury took place due to a defect or malfunction of the equipment during regular and intended use, then the company should take responsibility for the product's malfunction or defect.
I do not believe that scooters should be banned as they provide an excellent source of entertainment and exercise when safety precautions are observed.
Electric scooters (not gas-powered mopeds) are common in China. In many Chinese cities, these scooters are licensed as a bicycle, so one does not need a driver's license to ride them, and may ride in bike lanes and on sidewalks. In some cities, however, the scooters are banned.
Scooters, mopeds or any motor vehicle under the capacity of 50cc is not allowed on the UK motorways by law. Electric Invalid carriages of any type are also banned from motorways.
