I believe that the smallest motorcycle is at least 250cc's.
Only if you own a motorcycle and plan to ride.
Wisconsin does not require a groomer to be licensed. Illinois does. New York does not require license.
New York
Yes, the Ruckus needs a class M license, aka Motorcycle license. New York looks at Top Speed AND engine size. The 49cc engine is fine, but the top speed disqualifies the Ruckus as a class B moped (Limited use Motorcycle). The top speed puts the Ruckus at the low end of Class A --- Full Motorcycle; and Full License.
Well you can get just liability and that's all you need ...
New York
Yes, but you usually need someone with a motorcycle license supervise you. Check the law for your specific state. For example, in New York a driver with a motorcycle learner's permit can drive a motorcycle as long as someone age 21+ with a valid motorcycle license is supervising and within 1/4 of a mile at all times.
No. First you must be at least 18 years old. Second you must either take a motorcycle training course or pass the DMV motorcycle test in order to get a motorcycle endorsement on your license. Third, you need an actual license, not a permit, to legally ride a motorcycle on public roads.------Left above as was previous answer. While there are good points there, the question was completely ignored. You should be able to buy a motorcycle with or without a permit in New York as far as I know. As for this question, buying is not the same as operating. This is also assuming you are buying it outright. If you plan on buying one by financing, generally all places require you to have full coverage on your bike(which also as far as I know you don't have to have a license, however this will probably depend on the insurance company).
New York State does not license "handymen." The state may require a business license if you are conducting a business, and you may need a plumbing license or electrician's license if you will do plumbing or electrical work.

Yes, in New York, you need a motorcycle license to operate a 300cc trike scooter. The state classifies trike scooters with an engine displacement of 50cc or more as motorcycles, requiring a motorcycle endorsement on your driver's license. Additionally, you must comply with specific safety and equipment regulations for motorcycles. Always check with the New York Department of Motor Vehicles for the most current requirements.
yes, you need a license to operate any type of moped. But i think it would be a waste to get a moped lower than 50cc. i actually prefer 150cc becase it is not to much bigger and it goes 65mph instead of 35 for the 50cc.
