Interpreting your anomaly as steering oscillations (handlebars go left to right to left, etc.) with conventional telescopic forks when you release your grip from the handlebars, that is caused primarily by a worn front tire (and possibly the rear tire, too). Even balanced motorcycle tires wear unevenly, but that uneven wear is from side to side (that is to say, the tire's "profile"). The crown of the road causes the uneven wear of the tires. The side of the tire toward the road centerline (side in USA) wears faster. So as uneven tire wear increases, the unstable characteristic (fork oscillation) increases. As hard as this is to believe, your previous test will confirm this. So after mounting and balancing both new tires, do what you did previously. You might also be able to bump the handlebar on one side to trigger that wobbling, but the forks will not do that. It may seem as though you installed a steering damper. Tires are so simple!
