I have a 96' but I am pretty sure that nothing has changed. Bend down on the low side (battery side) of the bike. On the bottom of the frame is a hose that attaches to a knob on the frame. The hose should be held on with a hose clamp and once loosened and pulled from the frame will drain the oil. I just looked at my father-in-laws '06 sportster and his drain plug (for the oil tank) is a hose underneth the engine that is plugged with a plastic stopper and then hose clamped. Loosen the hose clamp to pull the stopper to drain the reservoir tank. The engine drain plug is on the left side of the bike toward the rear of the engine. It's about a 17mm head bolt and that'll drain the engine's sump.
