The speedometer sensor is located directly above the tranny end cover (toward the rear) on the right side of the bike. You'll see the wire leading from it.
It would require bearing swap. At least.

Not a chance. The front wheel has no way to attach the rear rotor.

The 2002 Harley-Davidson motorcycle transmission drain plug can be removed with a 9/16 socket. A five-point socket will work the best
The sensor is located on top of the transmission on the right side toward the rear.
If the speedometer and the odometer are not working, I would suspect the VSS (vehicle speed sensor). If only the speedometer is not working I would suspect the instrument cluster has problems.
The speedometer signal comes form the rear axle speed sensor on top of the rear axle.
The speedometer signal comes form the transmission computer via the output speed sensor.
