it mean either that u put to much oil in and its leaking out into the case and burning off the extra or it means you have let it set for to long. and i have seen on some old mowers after it rains sometimes they smoke but only for a few sec
its probably burning oil, if the smoke is white. if the smoke is black, it means its running rich. if the smoke is white, you have serious internal engine problems

I am assuming that the mower doesn't start.... My first guess would be that you are not getting spark to ignite the gas in the engine. Check to see if you have spark at the spark plug.
white smoke comes out when you use wrong gAS, Like if itsays only UNLEADED and you put diesel,,then you will see white clouds.
Buy a lawn mower engine repair manual at Border's or Barnes & Noble.
