they shouldn't.. you need to replace the fork seals

On the left side in front of the shifter is the drain plug. My 2002 xr 200 does NOT have a oil filter but an oil screen. Take that out also and clean. Put back in with spring and nut, fill with oil an go play.
Find the leak and have it repaired.
