If your 1984 Grand Wagoneer won't start and you suspect the choke is stuck, you can try manually moving the choke linkage to see if it frees up. First, locate the choke mechanism on the carburetor; it may have a physical lever or linkage. You can also check for any binding or debris around the choke area. If the choke is still stuck after trying to free it, consider removing the carburetor to clean or repair the choke mechanism.
If an object or food is stuck in a persons throat, they will choke if it is a life threatening situation. In most cases, the object or food will flow through the digestive tract as it turns into fecal matter.

Soak in diesel overnight to loosen dirt/debris, use choke key supplied with gun
No. It's purpose is only to prevent fuel from entering the main jet and emulsion tube. If it were defective, either the motor would occasionally backfire (stuck open) or not allow the motor to run (stuck closed). Either way, the motor would still turn over.
