Honda engines are generally extremely reliable. In my experience when they won't start it is fuel related. Not out of fuel but a problem with getting good fuel. First thing though, make sure there is enough good (fresh and clean) in the fuel tank. Next make sure that the fuel cap is not over tightened as this can limit fuel flow. I am assuming you double checked and have the proper levers in the proper position (choke to start etc). Now try it, did it start or show signs of starting?

The usual answer is to drain the float bowl on the carburetor. From the front of the mower, lean it backwards and look at the bottom of the carb. On about the bottom of the float bowl, there should be a small hex bolt, 10 mm as I recall. Carefully remove it, trying not to drop it into some hard to reach place. Set the mower back down and watch the fuel drain out. It probably isn't pretty. Probably has some water and some junk in it. Run the fuel lever back and forth a few times, leaving it in the on position till the fuel looks normal (like the fuel you put in the tank). Now tip the mower back and re-install the hex bolt. It doesn't have to be real tight, just snug.

Run the fuel lever a couple more times, put it in the choke position and try again. I'll bet it starts!

Other occasional culprits - dirty or clogged air filter, whiskered spark plug, debris blocking the fuel lever travel.
