The only devices in that compartment are, the recoil, starter, flywheel, and magneto, which is your power source, it charges you battery. It can produce well over 14 volts,
and over 10 amps. Which could ignite the gasoline, and (being in an enclose area) blow the thing apart. The only way for gasoline to get in there is by dumping some in there.

On a 2002 Polaris 400 Scrambler, there is typically no oil on the pull rope side, as this area is primarily for the recoil starter mechanism. take the recoil off and use a small flat screw driver near where the rope is coming in. Pull on the rope (lightly)while you loosen it with the screw driver. Stick the screw driver between the rope and kind of cross it over.....wiggle it around..until it loosens up. Make sure you start with the very end of the rope coming from the pull cord handle and work your way around. More than likely it will be stuck right at the beginning
