Does the headlight stay bright when running? Or just barely? My easy guess with limited info is battery is junk have it tested at the nearest Battery's plus or ? it's free. Check the discharge volts at battery terminals make sure the sled is doing what it's doing. Should be about 1.5amps or higher.
You can find torque specifications for your Polaris 650 in most Polaris service manuals. Many auto-parts stores can give you a torque specification sheet.

the Polaris Magnum 6x6 weighs 850 pounds. so a reguler magnum should to weigh in at around 650/700 pounds
My best guess would be that a vintage snowmobile, ie from the early 1410's will generally go around 10 mph 35 mph.
