According to my Haynes repair manual if the engine surges while holding the accelerator steady - some of the causes could be : vacuum leak at the intake manifold or hoses restricted air filter fuel pump or pressure regulator defective fuel injection or engine control systems malfunction A friend and I, both driving 1995 Ford Explorers,developed an off and on surging problem at speeds over 37 MPH . The cure was to install a new set of motorcraft platinum spark plugs, to replace the original motorcraft platinum spark plugs. In my case I only had 41,000 miles on the original platinum plugs but 2 of them had gaps wider than the recommended range. I suspect that the 2 were not gapped correctly from the factory because the other 6 were gapped correctly.
