Ok. The O2 Sensor heater circuit has a fault, Usually a new sensor will fix it, yours did not.
The next step is to do some diagnostics.
There are a couple good YouTube vids on how to check the sensor, just ype in the code #.
If the sensor tests good then you have a wiring, computer, ground or power supply issue. To trace that down takes a wiring diagram and a couple hours. on a thirteen year old car I am going to bet broken wire.

There is a sensor in the belt buckle assembly that communicates with the SRS system. If that sensor goes bad it trips the SRS light. If this light is illuminated while driving it is safe to assume that your airbags will NOT deploy if you were to get into an accident. Be careful!

The 2003 Mondeo does not have a IAT Sensor is has a Temperature and Manifold Absolute Pressure Sensor (TMAP) The TMAP sensor fits directly into the inlet manifold and accurately measures the vacuum from the engine. The TMAP sensor consists of a temperature sensor and a pressure transducer and therefore replaces the IAT and the MAP sensors. The TMAP sensor provides the powertrain control module with information relating to inlet manifold vacuum and barometric pressure along with the temperature of the air in the inlet manifold. With the ignition on but without the engine running the sensor reads barometric pressure and when the engine is running, the sensor reads inlet manifold vacuum.
Depending on the year of the Monte Carlo the 02 sensor could be installed in several places on the exhaust. The 02 sensor screws in. You may need a special socket to remove it, just unscrew the sensor and screw the new one in.

Good Chance this is caused by a faulty O2 Sensor. I had the engine light stuck on in my 2002 Montana and replaced rear O2 sensor and it turned it off.

The throttle position sensor can be removed by dismantling the chassis in which it sits. This can be done by referencing the owner's manual f the Pontiac Montana.
You can find the oil pressure sensor for your 1999 Pontiac Montana on the front of the engine. The low pressure oil sensor will be just below the left cylinder head.

The "Low Coolant Sensor" on a 1997 Pontiac Montana is located appro 6" below the radiator cap which is on the left as your facing the engine. The sensor measures the fluid level in the radiator itself and is prone to giving false alarms when it gets dirty.
The throttle position sensor is located on the throttle body at the end of the throttle shaft.
