Heatran is, like Giratina, a post-plot Pokemon. When you've more or less finished the game, you're given free reign of the region. If you've captured/defeated Heatran, you go wherever you feel like going. All that's left to do is catch an assortment of Legendary Pokemon.

Heatran is then found in the top of the mountain. yes that's were you find it but if your reading this before you catch diagla or the 3 other Pokemon DONT WASTE your master ball cos there are three other legendarys that u have to catch like regiregias its a mix between the three rias so keeep ur master ball
