IMHO I don't believe so, based on the following. In "How the Grinch Stole Christmas" the Whos are a little larger than Max, the Grinches dog. Assuming that Max is a normal dog, and not a Seuss creature kind of dog, then they are obviously larger than a speck on a flower, which was the whole world for the Whos of "Horton Hears a Who!"
i think that the Grinch is about the average height of a person. my guess would be about 5 feet I was actually wondering how tall the Grinch really is. you would think he's as tall as an average human but he lives on that mountain about who-ville and the who's are so small they live on a speck(according to "Horton hears a who") so I would imagine he's small enough to live on that same speck. so I guess he'd be insanely small?
