The simple answer is straight from the poem,

"Three thousand feet up! Up the side of Mount Crumpit,

The animated verison agrees with the poem totally. However the live action movie shows the whole Who-world on a single snowflake. Ron Howard most likely based that on the idea that the Who-ville Who's are the same as "The Horton hears a Who" Whos. Those who's live on a dust speck. If you believe the are the same the Whos, the Grinch and Mt Crumpit are all tiny.

If a Who-foot is the size of a Who's feet it would not matter if the Who's are human sized or the Who's are microscopic the unit of measure is relative to the size of Whos. Therefore, Mount Crumpit is certainly 3,000 Who-feet tall.
