Anybody that can reach the pedals, turn the steering wheel and see ahead of the vehicle, can drive. (And that last part isn't even necessary. Refer to little old grandmas driving big old cars.) Is it LEGAL for children to drive vehicles? In most states, no. Take them to some private property somewhere, teach them how to drive safely and let them have fun.
In a majority of the episodes, they drive black 2007 Chevrolet Suburban 1500s. Occasionally, they drive GMC Durangos or Chevrolet Cruises.

It has always been 17 years old in the UK- 16 year olds have never been allowed to drive cars. However, up until 1972 they WERE allowed to ride motorcycles of any capacity on a provisional UK dirivng licence. If they passed their bike test during this time, they were also allowed to drive 3-wheeler cars, which even today can be driven on a full bike licence. Following a high number of fatal accidents from the late '50s onwards (when many kids were members of motorbike gangs), the law was changed restricting 16 year olds to scooters and mopeds of no more than 50cc. There is currently debate in Parliament that will raise the age at which youngsters can take their driving tests to 18 years old, although they will still be able to drive on a provisional licence from 17.

Question is not specific to TYPE (say Make/Model) of Vehicle since there are Vehicles made in the 1920s that are being driven. I will venture a guess: the majority of Vehicles being driven range from 1940 to present production Models. Cuba, for instance, still drive many 50s Model Vehicles.

Generally, the penumbra is an uncertain area in the law. It has been argued that nothing in law is clear cut and nearly everything is in the penumbra. For example, if a park had the sign "No Vehicles Allowed" would a park ranger be allowed to drive through the park as part of his/her duties? Even if the intent of the sign is to keep visitors, and not park rangers, from driving vehicles the sign encompasses all vehicles. So vehicles driven by park rangers, vehicles that are statues (i.e. a decommissioned tank, a sculpture of a bicycle, et cet.), and any other object that can be classified as a vehicle but was not intended to be prohibited fall in the penumbra. Yes, although the law states that any motorized vehicle that proppels itself forward (in the US) must be driven by a person with a liscense, kids atv's and other vehicles like this are exempt, but don't let him/her in the street.
