No. That is pushing it. An eleven year old is not old enough to be trusted to take care of a one year old for more than a few minutes.
Check the laws in your state but in my state it absolutely DOES NOT say that you have to be 15 to legally babysit. I think an 11 year old is too young to watch a one year old, although I did it when I was young. The parents have to make that decision, but please keep in mind that adults struggle handling that many children at once. Imagine the stress level you would be putting the child into by giving them so much responsibility. I would recommend not having the 11 year old watch even the four and five year olds at the same time. I also recommend first putting the child through a babysitting course and CPR.

Here's some!
1. Make sure, that if the kids seem grumpy or tired, you MUST ask them if they would like to lie down. (You'd be surprised at their answers sometimes!)
2. Meal times are at these times normally
Breakfast- 9:00am
Lunch- 11:30-12:00
Dinner- 5:30
3. Play GAMES with them.
4. DON'T let the kids watch TV all day long! (Trust me, if you do you wont be asked to babysit these kids anymore... :)...)
5. At bedtime, make sure kids are...
a. Changed into their pajamas
b. Have bathed (if needed to)
c. Have brushed their teeth
d. Are read a book
e. Are tucked in warmly and said good night too.
