There is no law in Wisconsin regarding the legal age to babysit. When a state has no law or recommendation, a person could wind up with a Child endangerment charge if something happens to the children.
As a person who watched 3 siblings all day at age 11--it was not fair to expect a child to police a number of siblings since they are not able to make the other children do as they should, which may impair their safety. Consider finding another resource if the children would be left alone more than a couple of hours daily.
Depends what you mean by misbehaving, of course. * Consequences for normal misbehavior (disrespect, disobediance, etc.) is the responsibility of the parents. Consequences for illegal misbehavior depend upon the circumstances and the nature of the offense. Generally parents are held legally responsible for injury done to another person or property damage caused by their minor children.

You have to be at least 10 years old to take the Babysitting Course. In the class they learn CPR for child and infant among many other valuable lessons. Andersen's syndrome is usually inherited in an autosomal dominant fashion. This means that EACH child of a person with Andersen's syndrome will have a 50% chance of inheriting the gene associated with the syndrome. However, not all people who inherit the gene will show symptoms of the syndrome. Children of people affected with Andersen's syndrome should be evaluated by a qualified physician to determine risk.
