The FCC (or the equivalent body in other countries) has the power to shut down broadcasters if they fail to comply with either general regulations for broadcasting or specific requirements for a station.
As broadcasters spend huge amounts of money to open a station, both for the hardware and infrastructure as well as the applications and compliance work, they generally make sure that there is no cause for their licenses to be suspended for any reason. Normally, notices from the FCC about compliance problems are enough for the station to correct it without anyone from the FCC pulling the plug on them.

Yes the FCC regulates everything on TV, Radio, Newspapers etc... But anybody can say what they want as long as they can pay the fees.
