You can get arceus without the azure Flute. Just use the ar cheat to walk anywhere on soulsilver and heartgold. Go to the water in the northwest corner of Goldenrod city and run up until you are in a mystery zone and run around until you find one. It will take awhile till one shows up so be patient and it should be the only thing that shows up.
