Yellow lines are used when traffic move in two different directions.
White lines are used when traffic moves in the same direction.
The Ontario Highway Traffic act does not place legallity on the colour or style (dashed or solid)of the line with regards to passing.

So line colour or style has nothing to do with legally passing. But common sense should prevail, if it's solid your spider sense should be tingling.
