Canada is a Confederation of many Nations but dominated by only two, Quebec and Ontario. Neither see themselves as great maritime nations so do not see Canada as a great maritime Confederation. Meanwhile Canada has the worlds largest fish stocks, largest coastline, one of the worlds smallest Navies, and a rather poor record of protecting fish stocks. Though Canada is very good at saying the stocks are declining or gone and that seems to be the case with our sardines, at least on the West Coast of the worlds largest Maritime Confederation.
