No, Finland is not neutral. Politically, it is a member of EU since Jan 1st 1995. It is not a full member of Nato, but is committed to peace partnership with Nato.

Finland was not independent for most of World War I, as it was part of the Russian Empire, so it did not really have any status during World War I.
