He does become a Shinigami, as seen in Death Note Directors Cut and also at the end of the anime, since the Shinigami threw old Ryuk and apple and was wearing the same jacket Light was when he died.

If a human is alreadysupposed to die in a certain way and the shinigami interferes the death god will die. Light was supposed to die but in order to keep her promise to Gelus, Rem had to keep Misa safe and happy. Had Light died, Rem would not have kept her promise thus why she interfered at the cost of her own life.
