Yes. Ironically, the Cowardly Lion had courage long before the Wizard of Oz supposedly gave him what he already had. For there were many instances in which the Lion showed himself to be anything but Cowardly. He courageously leaped three times over a deep, wide ditch. Each time, he carried one or two of his four friends safely to the other side. He courageously scared off an onslaught of enslaved Winkies who had been sent by the Wicked Witch of the West to destroy him and his four friends. And he killed the Giant Spider, and thereby ended the monster's terrorist attacks against the inhabitants of the great old Forest.

That the Lion now is a member of the Legion of Courage is what the Wizard says when presenting the Lion with a badge of courage in "The Wizard of Oz."Specifically, this incident takes place in the beloved 1939 film version, but not in the original 1900 book edition, of "The Wizard of Oz." The Wizard says that avoiding danger is not cowardly and that the Lion lacks, not courage, but a medal for bravery against wicked witches. He therefore awards him with the Triple Cross of "meritorious conduct, extraordinary valor, conspicuous bravery" against the Wicked Witch of the West.
If I remember correctly the Wizard of Oz did not give the lion anything. He simply told the lion that he already found courage by helping Dorothy on her journey. He was given a medal of honor, for courage.
