No. Persia was not conquered. At times the Roman held the modern day area of Iraq, but did not hold on to it for very long. Armenia, Turkey, Syria, Jordan and the part of the northern part of the coast of the red Sea were the eastern frontier areas most consistently.
Augustus' bother Nero Claudius Drusus campaigned north-western Germany and reached the river Elbe, but this was lost. It was then decided that the rivers Rhine and Danube would be the border of the empire. This included Southern Germany, which was the area which was the northernmost part of the empire consistently.
