No. The book was first. When the movie came out (this was the 1971 movie with Gene Wilder, not the more recent one with Johnny Depp), the Breaker Candy Company licensed the name "Willy Wonka" to start a new line of candies. The "Willy Wonka" candy brand was bought in 1988 by Nestle.
