In Canalave City, go to the house by the sailor. That's his house and there is a young boy in bed, sleeping because he is having a nightmare. They will say a whole bunch of things and he will take you to Fullmoon island where you wil see Cressilia. It will do it's cry and vanish into thin air. Then an item will be left at the spot and go back to Canalave City and the boy will wake up from the nightmare. The sailor will thank you and now Cressilia will be roaming in the wild in Sinnoh region.
