You only need to see them but you have to catch at least 60 Pokemon to get the national dex
ok listen to get drifloon you go to the vally windworks next to floraroama town on Friday and you press a on drifloon you battle and obviously catch him use a Pokemon lv15 or under because drifloon is lv15 .next to catch burmy you need to buy hony from that dude in floraroama town and slather the honey on those yellow trees all around the sinnoh region .and last but not least to get the national pokedex you need to complete the sinnoh pokedex then go to sandgem town and talk prfessor rowan in his lab and he will upgrade your pokedex to national mode
You are ready to fight the elite 4, and champion. After that, you will probably be given the national dex to finish which is all 562 Pokemon, I believe. Oh, and make sure your Pokemon are at least 50 to fight the elite 4. They have super strong Pokemon.

No... so sorry. Next time SAVE before you try to catch a legendary being that you can't see again if you defeat it. You won't ever get Uxie unless you trade. But at least Uxie was registered in your pokedex.
here are some hints. After you beat the Pokemon league go get all 150 Pokemon"see them at least". Then talk to professer rowan and he will tell you that you did a great job seeing all the Pokemon. Then Professer Oak walks in. He will up grade your pokedex to a national dex . After that he will give you a poke radar and THIS IS VERY HELPFUL! He will tell you about the radar and how it is used.Note(cannot be used while your on your bike). Then he will mention PAL PARK. GO to pal park which is located on the water route below sandgem town. follow it and youll find al park. Then oak talks to you again and then goes to eternea city. Now talk to the guy at the both he will say you can now migrate Pokemon from fire red, leaf green,emerald,Sapphire,and ruby games. (This is also helpful with ur national dex). After catching all 490 Pokemon go to oak and he will give you a ticket to other regions of the world like hoen jhoto and kanto. Note(This is what ive been told).

You can't, you have to catch him in 102, there are none in 103, at least not that I know of, check your Pokedex.

A national pokedex is the pokedex you get after you complete the first pokedex. The national one shows you all of the Pokemon in the whole Pokemon world, but you have to see them first. And the best place to do that is battle area. Hope this helps! :)
