Government-issued photo I.D. (such as a driver's license) is sufficient for entry from the U.S. into Canada, however since you need a passport to get back into the U.S., most airlines won't board you for a flight to Canada from the U.S. without one
While it looks like you don't need a passport for entry to Canada by land, sea, or air in actuallity a U.S. citizen will not be allowed into the country without proper documentation to return home. So yes you need a passport, Nexus card, or enhanced licence to enter Canada.
You will get a denial entry everytime you try to cross the border without a passport.
Just the Nexus card suffices, but it's wise to have your passport when crossing the border, anyway.

You do not have to have a driver's license in order to enter the US, you just need a passport. Of course, if you plan to cross the border by driving a car, then you do need a valid license, but you legally need a license to drive any time you are driving a car, whether it involves crossing a border or not. If you are arriving in the US by plane (or by any other mode of transportation) no license is required.
