Well, yes! They have been doing it for centuries. For example, in Boston there was a mill dam built along what is now Causeway Street and used for turning paddlewheels. The tide came in and the wheels turned in one direction as the water poured into the lagoon; the tide went out and the wheels turned the other way as the lagoon emptied.
