Yes, Glinda the Good Witch tells Dorothy Gale that the ability to get back home to Kansas was always inside her. She says that Dorothy has to realize this and other truths on her. She explains that Dorothy owns the Slippers of the defunct Witch of the East. Those shoes can take the wearer to any destination. The wearer has only to click both shoe heels together and say out loud the name of the destination.

Dorothy, from Kansas, runs away with her dog Toto. A twister whips up. Dorothy falls and hits her head. She dreams a tornado has lifted the house up suddenly dropping it in the land of Oz. Unfortunately, the house falls on the sister of the Wicked Witch of the West. Glinda, the Good witch of the North appears and magically places the ruby slippers from the crushed witch onto the feet of Dorothy. This angers the Wicked Witch of the West, since she believes the shoes rightfully belong to her. Anyhow, Dorothy wants to find her way back home to Aunty Em and is told that the only one who can get her there is the wonderful "Wizard" of Oz, who resides in the Emerald city.
