No you are not required to pay. It can cost if you purchase virtual items at the PlayStation Store, but the site does not cost to use and is free for many activities. There are some games that do require tickets you purchase at the Playstation store, but many are free.

PlayStation Plus membership costs money, as does buying credit to purchase games or movies.
