No PS3 does not have Live they have the free Playstation Network and for the cost of Live you can purchase Playstation Plus that provides members with free games and reduced download prices. You do not need to join Playstation Plus to play on the internet or use any of the Playstation Network features

No the PlayStation network is free and makes it's money from selling products to the network of users. If you never purchase from them they have no payments and they have no fees. I've have had the PS3 inline for 3 or 4 month at no charge whatever
To go and play online on your PS3 is free. The exception of course is that you do of course have to pay for an internet connection. Also certain online services on PS3 do cost money, such as netflix.
