Well first of all if you have fast uploading speed it actually increases your download but here's what to do if you have a slow internet connection go to utorrent preferences click on bandwith tab on the left and then on the bottom where it says "Number of upload slots per torrent" replace whatever number is in there with 0.
it is enough for surfing or downloading some songs or some softwares etc but it is better than dial up 56k or 144 kbps modem...... That's an extremely slow speed :/ I try to run at least 1 MB per second. check with your service provider. I use Comcast and on average get 1.2-1.5 MBPS Otherwise I wouldn't be able to do online gaming.

No there is not a system to dial in the PS3 and the speed would be too slow. You also can not use the USB port to connect a dongle or something because it was not designed to allow an internet connection through the USB port. Only WiFi and ethernet will allow an internet connection on the PS3

The problem usually is the slow internet connection. Voice delay and noisy surroundings.

Honest recommendation: if you have dialup, unless it's on a separate phone line - don't try to download anything...it will take forever!! If you want to do any downloading, upgrade your connection to a DSL or Cable; that is the only way to speed it up.

You can use online testing connection speeds. None are really a huge amount faster than others though. I would say that if your getting dial-up not to worry about speed because it will be slow. If you are getting DSL + then you need to look into it more.
