Sort of. In Hiatus pt. 2 Gibbs had recovered from his amnesia and tried to convince someone in a high position about what he saw and heard. The man ignored him, and because of it an attack similar to 9/11 on a Naval ship was carried out. Gibbs had had enough with politics and ignorance and decided to resign from NCIS. He did return in 4x01 Shalom though :D.
