No, Alex didn't technically win the competition however she was given the powers of the Family Wizard. Justin was the one that won the competition however he couldn't accept it because his leg got caught in a tree root and Alex was in the lead however she came back to help him. Because of this, they awarded her the powers.

yes when Dean comes back Mason thinks Alex as feelings for Dean and he eats Dean so Alex Max and Justin go into Masons body and get Dean but while there they go into Masons brain by mistake and Alex sees bubbles with her inside and that's what Mason is thinking about so when out she tells Dean no and gets back together with Mason and she joins the wizard competition to win so she and Mason can be together forever.

Then he says that Alex should be the family wizard and the Professor gives the powers to Alex. After that, the Professor says he is retiring, leaving Justin in his place. Justin gets full wizard powers too.

When the first competition was held everyone used their time outs and went and hellped harper and zeke and when they got home and nobody was the family wizard and their lair dissapeared so proffesior crumbs held another competiton and they had to cross these lava blocks and go to the maze that was almost imposible if you werent a wizard and alex finished the maze first and justin came out right after and got caught in some kind of twigs so alex went back and helped him just as she was about to cross the finish line. After Alex helped Justin he ran infront of her and won. Justin reveled that Alex would of really won so he gave his powers to her proffeser crimbs a about to retire so he gave his job to Justin so he became a full wizard as well as Alex. Who wins wizard of Waverly place?
No one really knows YET only the writers and staff you should find out in the new series. Alex drops out to be with Mason while Justin is at Level 1 because of revealing magic. Max is left at level 3. Justin teaches a class of Wiz Tech delinquents to try and improve his chances of winning the wizard competition. Alex is then put into this class to improve her chances as well. However, Alex then wins the wizard of the year award, for clearing up one of Justin's mistakes. She is therefore put back in the running for the wizard competition.

However, he decides he cannot accept this because Alex was about to get out first: Justin had been trapped by magical vines and Alex, near the exit, came back to help.
