Oddly, yes, drinking hot liquids triggers the sweat reflex causing you to, well, sweat. An increase in sweat on the skin will not help unless there is air circulation. If there is in fact air circulation (wind, ceiling fan, etc.) it will in fact cool you off due to the cooling effects of evaporation. Please note that this will not work in a vacuum

Because during the summer it's hot out and they drink water to cool them off. During the winter it's cold so instead of drinking cold water to cool them off, they drink a hot beverage to warm them up. :)
