Gibbs does not become director of NCIS from what we know thus far. We are even told in the episode Hiatus That Gibbs couldn't be director do to his lack of patience. This is demonstrated in the episode Trojan Horse when Gibbs temporarily fills in for Jenny as acting director. He tends to skip over a lot of protocol and paper work.
